You may heard of CE Certificate,But ,do you really know how to describe what is a CE Certificate? What is its Purpose? And its Relationship with EN ISO 12100:2010?
Ⅰ.What is a CE Certificate and what is its purpose?
The term "CE Certificate" can be ambiguous and generally refers to one of two documents, depending on the context.
l EU Declaration of Conformity (EU DoC is the core legal document. It is a formal statement issued and signed by the manufacturer (or their authorized representative in the EU) declaring that their product meets all the relevant health, safety, environmental, and consumer protection requirements set by European Union directives and regulations. Issuing this declaration is a legal requirement for placing a product on the market in the European Economic Area (EEA).

l Test Report or Compliance Certificate: This is a document issued by a testing laboratory. It provides technical evidence, such as test results and assessments, demonstrating that the product complies with specific European standards. While the manufacturer can issue a DoC based on their own testing, for higher-risk products, this report must be issued by an independent third party.
The primary purpose of the CE
CE marking and its associated documentation is to serve as a "passport" for products. By affixing the CE mark and holding the required documents, a manufacturer can sell their product freely throughout the EEA. It signifies compliance with EU law, rather than being a general quality mark.
l CE marking process
The process to obtain the right to affix the CE marking involves several steps:
1.Identify applicable EU Directives and Standards: Determine which EU laws and corresponding European (EN) standards apply to the product.
2.Perform a Conformity Assessment: This involves checking the product against the requirements of the relevant directives and standards. The manufacturer can perform this assessment themselves for lower-risk products.
3.Involve a Notified Body (if required): For higher-risk products (such as medical devices or machinery with significant hazards), the involvement of an EU-appointed Notified Body (NB) is mandatory. The NB performs independent checks, testing, and factory audits.
4.Compile Technical Documentation: Create a comprehensive technical file containing design drawings, risk assessments, test reports, and the bill of materials. This file must be kept for 10 years after the product is placed on the market.
5.Issue the EU Declaration of Conformity and Affix the CE Mark: Once all steps are successfully completed, the manufacturer issues the EU DoC and affixes the CE marking to the product.
Ⅱ.Relationship between CE Certificate and EN ISO 12100:2010
EN ISO 12100:2010 is a specific standard that plays a critical role in the CE marking process for machinery.
l EN ISO 12100:2010 is the Standard: Its full title is "Safety of machinery - General principles for design - Risk assessment and risk reduction." It provides a framework and methodology for manufacturers to identify hazards, assess risks, and implement safety measures (like guards or safety functions) throughout the machine's lifecycle.
l CE Marking is the Goal: To CE mark a machine, the manufacturer must demonstrate compliance with the essential health and safety requirements of the EU Machinery Directive (2006/42/EC).
l The Connection: By designing a machine in accordance with EN ISO 12100:2010, the manufacturer is presumed to have met the fundamental safety objectives of the Machinery Directive. Therefore, compliance with this standard is a primary means of proving that the machine is safe and eligible for the CE mark. The evidence of this compliance (such as a risk assessment report based on the standard) becomes a crucial part of the Technical Documentation and supports the issuance of the EU Declaration of Conformity.
